USB Provides ~5V
Each IR-led uses 1.2V 20mA
See everlights IR323 IR-led

Each series is 4.8V 20mA
2 Series in paralell makes for 4.8V 40mA

The Resistor is 5ohm.
(5-4.8)/0.04=5

Please correct me if I'm calculating it wrong...
