No, you don't HAVE to have a Sensor Bar, but
you should get one for PC.

It's not mandatory. It will work without it.

You don't need it unless you want to use
glovePIE and anything else that uses the Wiimote cursor.

I don't have a dongle and Wiimote myself, however.(A relative of mine has the Wii)
But, when I get the hardware, I intend to get a Sensor Bar.
Of course, you could make a homemade Sensor Bar.
Obviously, if you want durability, you should get the official bar.

so, if I wanted to play and FPS game on my PC with the Wii Remote, then i need a sensor bar? and Also if I want to use the WiiMote as a cursor?

Yes, you need it for the cursor if you want that.

I don't know about FPS. I goggled, and I think you need it.

It's simple to make a homebrew Sensor bar. You just need a board,(to put the electronics on)
at least 2 IR Leds, and a power cord. You could build a wireless bar. All that is a battery-powered Sensor Bar, instead of from a electric socket.
(I never made a Sensor Bar, however)

If you don't want to waste money just light 2 candles or put two tv remote controls next to each other, with one of their buttons taped down.
