Cyclowiz has a built in LED that can light up and let you know if the device has been installed properly. My question is, How can you see the LED if you re-assembled the wii? Or do you have to turn the wii on as its taken apart.

You can't. It is only to make sure the mod is installed correctly before re-assembling the Wii.
