Can anyone explain this?
I'm using the BlueSoleil software

So, you're saying that only 1 of your 2 wiimotes is working with BlueSoleil? I haven't had any problems getting BlueSoleil to recognize both of my wii remotes. Perhaps BlueSoleil is just not seeing the remote during the discovery process.
If all else fails, you could always the following... Try to unregister/remove a device (the working remote) from BlueSoleil's database of devices. (Try selecting the working device's icon in the BlueSoleil UI and see if you can remove it from there.) Once you've removed the working remote, see if you can get the other remote to be discovered/connected. Try doing that and see if you can get the other one to work.
